Four percent.
 

Problem: Historically, challengers defeat congressional incumbents only four percent of the time.

None of the name-brand Democratic pols in this town want to go head-to-head with Anne Northup and her million-dollar war chest.  Who can blame them? She's a five-term incumbent and a member of the powerful House Appropriations Committee.  Any politician who hopes to preserve a political future for him- or herself is probably wise to skip this race. That's why the Kentucky 3rd District Democratic Congressional primary is full of rookie candidates.

Solution: Generate as much buzz as we can during the primary without spending any money.

Whoever goes up against Northup in the fall will need to be battle-hardened, well-prepared, and politically savvy. We owe it to ourselves to run a spirited primary campaign on the issues - to hone our skills and to prepare for the much larger battle ahead. Andrew Horne is an Iraqi war veteran and I'm a former cruise missile "pilot," but neither one of us has ever run for office.  Let's get in front of podiums, debate the issues, and play the defense card for all it's worth - I dare any Republican to call either one of us soft on defense. And if John Yarmuth decides to run, well then, we'll just play cards. (Kidding, John.) We've got to be very careful not to cause our eventual winner any political damage, nor to deplete the campaign funds that will be needed to defeat Northup. That's why I'm making the following pledge: I will not spend any money on advertising during the primary - other than a few bumper stickers and t-shirts, that is. And I will never engage in negative campaigning. But make no mistake - I'm not a straw-man candidate. I'm running to win.

Problem: Poor governmental performance, and a danger to our system of checks and balances.

We're fighting a war that should never have been fought, costing countless lives and billions of dollars. We are allowing globalization to degrade the quality of life of the American worker. We're not winning the war on poverty because we're not even fighting the battle. Our environmental and energy policies are a disaster. Our naive foreign policies have degraded our stature as the leaders of the free world and created more chaos than peace in the Middle East. And we are allowing threats to the principles of our constitution and our personal freedoms to proliferate as never before.

Solution: Sit Anne Northup down.

In our zeal to protect our security, we have upset the founding fathers' elegant system of checks and balances that make our constitution the finest legal instrument ever written. If the founding fathers were alive today, they'd be watching these proceedings wide-eyed with dismay. We must not co-opt the justice system by allowing the Patriot Act and wiretap authority to exclude the participation of the judicial branch of government. We can not co-opt the legislative branch with a Congress that rubber-stamps the President's authority. Dissent is an essential part of the process. The electorates' only choice during the upcoming mid-terms is to unseat enough Congressmen - and women - to restore some semblance of balance to government. That will never happen as long members of Congress like Anne Northup are around. In the upcoming mid-term election our only choice will be to re-gain control of the process by re-gaining control of the Congress.  Our only choice as voters in the Kentucky 3rd Congressional District is to sit Ms. Northup down. This isn't personal, Anne. It's just business.
